Description: Polygon GIS feature class of potential Infill Areas in Johannesburg identified by the Spatial Development Framework (SDF) 2040 (2024) policy outside redefined nodal boundaries from the Nodal Review. No potential infill area will be released for development unless there is an approved development framework for the area that incorporates the following elements: Spatial plan that addresses the requirements of the SDF and conforms to the development principles of a compact and integrated urban form. Clearly specified outcomes of the development and the related targets. Infrastructure planning and costing must be represented in an implementation programme that indicates the project's total cost (including bulk services costs) and the proposed phasing of the development. The city's total financial commitment must be disclosed. Any commencement of development will be subject to the inclusion of the associated capital investment requirements in the approved three-year budget Medium Term Expenditure Framework (MTEF) of the City. A land release strategy will be linked to phases based on the logical and cost-effective infrastructure provision. New phases for development in the infill zone will only be released once 80% of the preceding phase has been developed.
