The city's total financial commitment must be disclosed. Any commencement of development will be subject to the inclusion of the associated capital investment requirements in the approved three-year budget Medium Term Expenditure Framework (MTEF) of the City. A land release strategy will be linked to phases based on the logical and cost-effective infrastructure provision. New phases for development in the infill zone will only be released once 80% of the preceding phase has been developed.",
