Description: Polygon GIS feature class of marginalised areas identified by the Spatial Development Framework (SDF) 2040 (2024) in which the intent is not increase capacity for expansion but rather to create liveable and sustainable human settlements. These areas are remote and disconnected, where a large proportion of the population resides but lack the qualities of sustainable and liveable neighbourhoods. Their location and surrounding suburban layout provide opportunities for enhanced connectivity and functionality at the local level. The SDF recommends that investments in these areas should prioritise addressing inequalities and fostering local compact development. The marginalised areas fall into three distinct categories. Category 1: These are typically areas that are relatively well-located within the broader urban context despite their marginalised classification (i.e., the broader Ivory Park area, which includes Ebony Park, Kaalfontein and Rabie Ridge). This category displays the following characteristics: Good regional transport connections. Relatively close to large-scale economic centres. Interconnected to the urban continuum. Centrally located within the broader city region. Category 2: These areas are primarily located on the western suburban fringe, such as Diepsloot, Zandspruit, and informal settlements near Lanseria Airport and Kya Sand. This category exhibits the following characteristics: Fragmented suburban structure. Variable degrees of connectivity at local and regional scales. Located some distance from economic centres but within range to access opportunities daily. Category 3: These peripheral areas, primarily located in the south of Soweto, are distanced from any significant economic centres in the city. They include locations such as Orange Farm, Lehae, Poortjie, and informal settlements in the surrounding areas. This category exhibits the following characteristics: Highly fragmented suburban structure Poor connectivity to urban centres – limited transport options. Long distance from economic centres. Low interdependence and functional coherence with any urban centre in the city. Absence of principal or secondary metropolitan sub-centres in the surrounding region. Very low economic base.
